Packaging operator
This could effectively replace the existing freighter cargo upgrades, but add some additional challenge to logistics.
Instead of delivering item(s) to a hub and the freighter picking up what it can for each trip, add an operator that collects the resource and only outputs when it collects the full amount--an operator at the other end would reverse the process.
Think of it in terms of modern shipping & handling: the manufacturer packs a pallet with their product, the pallet goes in a truck/train/ship (and generally) to a regional distribution center...

additional thoughts:
* the package size upgrades can be more granular to be a long-term datashard sink.
* freighter scheduling when multiple resource inputs are attached to a hub (push/pull/wait-time) -

* operator will always function at belt speed
* no mixed-resource packages
* operator has delete button similar to freighter hubs so operator can be reset in-situ
* if any resource is received, only that resource will be accepted until reset or package output
* a package of the supplied resource is created and package is output when [current max size] is reached
* if any package is received, the unpackaged resource is output until empty
* operator size of at least 1x2 for placement challenge, or 2x2 to match storage operator.
* package item listing/tooltip could be something like: [base item name] Package [current max size]
