Add ability to add plateaus, water, etc as decorations on the newly added "flat" map

Since we are going to get a "plain" map option, it would be nice to be able to add back the plateaus, water, grass, etc to the map where we want it. This will let us add the decorations, plateaus, and water blocks aesthetically around our factories.
